An Innovative Organization Advancing Community Health and Social Welfare in Africa
COMHESWA is a forward-thinking, impact-driven organization dedicated to addressing complex health and social welfare challenges through innovation, research, and community-centered interventions.
Organizational Background
COMHESWA was originally established in 2007 as an NGO under the Identity – CCD framework. In 2014, the organization transitioned into a non-profit company limited by guarantee, registered with the Business Registrations and Licensing Agency (BRELA) in Tanzania. This strategic transformation strengthened its governance structure, scalability, and operational efficiency.
In July 2019, COMHESWA aligned with Tanzania’s regulatory framework by complying with the Non-Governmental Organizations Act No. 24 of 2002, under the Ministry responsible for health and social development. The organization is currently registered as a National NGO (Reg. No. 00NGO/R2/00084), authorizing it to implement community-level programs across the country.
Core Areas of Work
COMHESWA operates at the intersection of research, consultancy, capacity building, and service delivery, with a strong focus on:
- Community Health Systems
- Social Welfare Development
- Gender and Youth Empowerment
- Vulnerable Population Support
The organization primarily serves children, youth, and women, particularly those in underserved, rural, and marginalized communities across Tanzania and Africa.

Our Vision
COMHESWA envisions an Africa where communities are strong, inclusive, and equipped to thrive without being held back by preventable health and social welfare challenges. This means a continent where individuals—especially children, youth, and women—have equal access to quality health services, social protection, and opportunities that support their well-being and dignity.
The vision reflects a future where inequalities are reduced, vulnerable populations are empowered, and communities are resilient enough to prevent, respond to, and overcome health and social risks. Through its work, COMHESWA strives to contribute to a sustainable and just society where no one is left behind.
Our Mission
COMHESWA exists to bridge the gap between academia and practitioners by fostering collaboration that transforms knowledge into action. The organization delivers high-quality research, consultancy, training, and community-based services designed to address real-world health and social welfare challenges.
Through these efforts, COMHESWA works to improve health and social welfare outcomes, with a strong focus on children, youth, and women in vulnerable and underserved settings. Its mission is grounded in evidence-based practice, partnership, and community impact.
Our Strategic Objectives
COMHESWA’s work is guided by a comprehensive set of objectives aimed at delivering measurable impact:
1. Health Systems Strengthening
COMHESWA works to improve access to and use of sexual and reproductive health services, especially for youth and women in underserved communities. The organization focuses on reducing barriers to care through education, outreach, and community-based interventions.
In addition, COMHESWA implements programs that address both communicable and non-communicable diseases, including mental health, to promote healthier and more resilient communities.
2. Social Welfare and Protection
Ensuring that vulnerable populations receive the support they need is at the heart of COMHESWA’s work. The organization expands access to essential social welfare services, promoting dignity, inclusion, and improved quality of life for those most at risk.
To enhance impact, strong referral systems are developed to connect individuals with legal, health, and social services. This integrated approach ensures that beneficiaries receive coordinated, holistic care tailored to their needs.
3. Gender Equality and Empowerment
Empowering adolescent girls and young women is a key priority, achieved through access to education, life skills development, and economic opportunities that enable them to build independent and resilient futures.
At the same time, engaging men and boys is essential in promoting shared responsibility. COMHESWA encourages male involvement in family planning and the prevention of gender-based violence to foster healthier, more equitable communities.
4. Anti-Trafficking and Human Rights
Combating human trafficking remains a critical priority, with COMHESWA designing and implementing interventions that address both domestic and international forms of exploitation. Through awareness, prevention, and survivor support, the organization works to protect individuals and strengthen community resilience.
Promoting human rights and inclusive participation is equally central to this effort. COMHESWA advocates for the dignity and rights of marginalized groups—including people living with HIV/AIDS, persons with disabilities, street-connected children, and the elderly—ensuring their voices are heard and their needs are addressed within society.
5. Community Engagement and Policy Influence
Active community participation is essential for sustainable development. COMHESWA promotes inclusive involvement in the development of policies, laws, and guidelines, ensuring that community voices shape decisions that affect their lives.
By strengthening grassroots engagement in governance and accountability systems, the organization fosters transparency, local ownership, and more responsive and effective institutions.
6. Environmental Health and Sustainability
Promoting a healthy and sustainable environment is a key part of COMHESWA’s approach. The organization supports community-driven initiatives in environmental conservation, helping to protect natural resources and improve living conditions.
Efforts also focus on strengthening water, sanitation, and hygiene (WASH) practices, while enhancing community safety and resilience to ensure healthier, safer, and more sustainable communities.
